I use a laptop to interface with several RS 232 devices.
One of the interfaces sees the com port and says it ok,
but it will connect properly to the device. I've tried
the connection on a 98 machine and it works fine.

This is pretty possible. Serial driver of XP is very different from win98, this may break some apps not adapted to run
on XP. Have you tested the com port by usual means (connect to other PC or device with hypertrm) ?
