Routing e-mail messages through a loop of select people

I'm sure I've seen a fuction that allows you to set a sequence in such a way
that each person recieves the e-mail, responses and it then goes to the next
person in the group, and so on until the last person responses and it returns
to me as seen and responded to by everyone in the group. I've looked for
this function and havn't had any luck finding it.

Outlook doesn't have that ability.

Do you use Exchange server? It supports routing.
