roll over text...

I am working on an internal web site for my company and would like to use roll over text in a hot spot that has been created in a graphic. Am using FrontPage XP, but am a fairly new user so am struggling with this one. I tried going into properties and adding it as screen text, but that doesn't work with any consistancy. I have nine hot spots on the home page that each need different text - can someone help? I would really appreciate it.
