Rogue service keeps restarting when stopped

XP Home Edition. I tried to install Service Pack 2 but got "Access
Denied" found article MS Knowledgebase # 873148, corrective action was
taken. Booted into safe mode and then I see this service called
vgarun.exe and it uses about 28Mb of memory and tries to use as much
CPU as possible. I found the file in C:\windows\inf\ and deleted. It
is now gone but still running after reboots.

Latest virus scan produces nothing as does various spyware removal
tools. I have deleted it from HKLM/Run only to find it reappear in
HKLM/RunOnce with the name *vgarun.exe. When I then delete it from
that HKLM/RunOnce and hit F5 for a refresh it REAPPEARS! I even
deleted the HKLM/RunOnce itself and it reappered with a refresh. In
Windows Task Manager, i can stop the process but it immediatly
restarts.

vgarun.exe comes up with very little in a Goolge search and while I'll
probably just reload it, I really would like to know what this thing
is.
