rogue dial up connection

Whenever I log on my default ISP Dial up Connection window pane comes onto
the screen and I have to close it. This happens twice and then everything is
fine. It appears as WINXP is sorting out the various programs that start at
log on. I have checked Startup and it does not appear there. I have
recently reinstalled IE6.

Well, some program is calling your dial-up connection. Run an antivirus
scan, using updated definitions. Remove spyware with tools like Spybot
S&D and/or Ad-aware. Open legitimate programs on your hard drive like
Real One or Quicktime or even Windows Update (setting in Control Panel)
and look under their Preferences (or Options or whatever they call
them) and see if some sort of automatic updating is checked. After
you've done all that and you know your machine is clean, if the problem
persists, post back.
