Roadkil's Unstoppable Copier
http://www.roadkil.net/datarecovery.html

Recovers files from disks with physical damage. Allows you
to copy files from disks with problems such as bad sectors,
scratches or that just give errors when reading data.
The program will attempt to recover every readable piece of
a file and put the pieces together. Using this method most
types of files can be made useable even if some parts were
not recoverable in the end.

What's New in Unstoppable Copier 2.2 :
The new version now supports the French language,
invalid file names and corrects a fault in the wildcard functionality.

Only human readable files can really be made useable,
and executables are trash if you lose even a single bit.
Just to add to that, a lot of files become corrupt if you lose a single bit.
In regards to executables it depends where in the file the data is lost - it
might be in a section of code that's rarely used, or it might be in an
irrelevant part of the file header (such as the checksum or date field,
etc), but if it's in an important and common section of code then generally
it'll be a write-off
