I know the default of RIS is to partition and format an entire drive. Is
there a way to set a fixed partition size or prompt during the install?

To do this with RIS, you will need to use WinPE so you can script the
installation.

As an alternative, you might try <http://unattended.sourceforge.net/>,
which lets you configure (or prompt) for whatever partition scheme you
like out of the box.
