Are you copying the IE6 to the correct location? This article explains:

I haven't tried the IE6 SP's this way becasue we use SUS for hotfix deploys,
but I sometimes deploy hotfixes using the cmdlines.txt method. There is an
advantage to this in that the GUIRunOnce executes then the user logs on and
the user must have admin rights to install the fix. The machine may sit
idle and unpatched until this happens. The cmdlines.txt method executes
during final setup during the "saving settings section" of the GUI install
so the fixes are installed under the System account and protect the OS a
little more when the final reboot takes place (we include the
Blaster/Welchia fixes this way).

I have an XP image being delivered by RIS OK. I want now to add IE6 to the
build via the guirunonce entry in ristndrd.sif.
I have created a $oem$\$1\ie6 folder but the XP install deletes the
folders at the end of its setup. Therefore runonce cannot find the setup
files.
