rights necessary to force replication

I have a new OU/administrator to whom I have delegated
control of the OU. How can I provide him with limited
rights to force replication?
 
You can grant him "Replication Synchronization" right on each NC head.
However, force replication is not recommanded and should be done by
enterprise admins if it's really needed.
