Right click on Start button unavailable to Domain Users

Hi,

I have a Windows 2000 machine (all latest service packs and updates, etc).
When I log in to the machine as a Domain Admin I can right click the Start
button and all options are avialable as normal. However, if a Domain User
logs on and they right click the Start button no menu appears at all (ie, it
doesn't appear but has the options greyed out). They can right click the
Task Bar and get the usual options. It's just effecting the Start button.

As far as I'm aware, no changes have been made to this machine, although
there's a possibility someone has been fiddling!

Does any one have any suggestions of any security policies or registry
entries I can look at that may have been altered?

It sounds like half of the following. or you have the individual enties
disabled.

Disable context menu for taskbar
User Configuration\AdministrativeTemplates\Start Menu & Taskbar

Description
Hides the menus that appear when you right-click the taskbar and items on the
taskbar, such as the Start button, the clock, and the taskbar buttons.

This policy does not prevent users from using other methods to issue the
commands that appear on these menus.

Thanks for that. But can you tell me where abouts this option is? I tried
looking in Local Security Policies but can't see anything about User
Configuration.
