I frequently get the problem that when I select an option
from the Context sensitive right click menu in Explorer
the system first tries to Move the file/folder, then copy
it before finally doing the command I chose. Eg if I
right click on a folder in the start menu and select
Explore I have to cancel twice before I am where I wanted
to be.

I hope that makes sense..

What happens depends a lot on what kind of file you are working with. If
the file is a monitored file type, the changes will be recorded by System
Restore in addition to whatever options you chose.

However, if I right click on a folder in the start menu, I don't even see a
Copy or Move option. Explore works as expected.

You might want to try adjusting the sensitivity of your mouse. If this is
set too high, the slightest movement could be misinterpreted.

Example 1: Right clicking on an item to access the context menu could be
misinterpreted as a right click drag. A right click drag would bring up a
"copy/move/create shortcut/cancel" menu.

Example 2: Clicking on files while pressing Ctrl on keyboard to select
files one by one: The extra movement is interpreted as a Ctrl+drag
operation and a copy is created.
