Right click context menu problem

[FRG]

On my right click context menu under the sub heading New item the selection
"Text document" has disappeared.
If I try to add it with "Tweakui power toys" I receive the error message
"This extension is not allowed."

I get the same error message if I try to add "WordPad"


Any suggestions?
