Reviewing Toolbar greyed out

User downloaded a form from the internet into Word. The "tracked changes"
feature was turned on and "Final Showing Markup" toolbar was greyed out.

I checked Tools, Options, Security and did not see any security.

Which version of Word do you use? And in which version of Word was the form
created?

Check for a "Protection" entry in the Tools menu. If it says "Unprotect
document", try clicking that and see if it helps.
