I have set my email account in Outlook 2003 so the mail collected from the
server is left on the server. Is it possible to recollect the mail if its
accidently permanently deleted in Outlook?

Yes, unlesss you've also checked the option toremove from server when
deleted from the Deleted Items folder

Option to remove from server has not been checked, so how does one recollect
the mail - Outlook does not appear to download the mail again automatically.
 
That's a bit more tricky indeed as Outlook already knows it has downloaded
it. An easy way to get it done is to create a second profile (Control
Panel-> Mail-> button Show Profiles) so Outlook will download them again
(don't forget to set the "leave on server" option). Once that's done open
Outlook in the other profile again and connect to the newly created pst-file
by File-> Open-> Outlook Data File... so you can drag & drop the message to
your main folder again.
