Resume Downloads Utility

I am seeking a utility that will let me resume downloads
via URLs, or select file to Resume.

Selecting a file to resume downloads is possible within Opera.
However, using Opera without paying, you have to tolerate an ad in the
upper right corner.

There's also freeware that blocks Opera ads. I can't find the link
right now but I've tried using it and it works fine.
