Restrictions in Effect Error

I have installed Office 2003 on my XP Pro system. Now
when I try to follow a link in an email or Word doc I get
the following error, "This operation has been canceled
due to restrictions in effect on this computer. Please
contact your system administrator." I assume this is a
security issure somewhere.

Does anybody have any ideas? I have checked the
Knowledge base and the only suggetion doesn't help.

Whenever I try to access internet options from within
IE6 SP1.

I am logged on as the administrator for the system
running XP PRO SP1 with all hotfixes installed.

Any ideas?
