Restriction problems in IE

When I click the Internet Options command on the Tools menu in Internet
Explorer, I receive the following error message:

This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator.

I understand this can be caused by a missing Inetcpl.cpl file which is
obtained from a windows distribution site which I cannot find.

I am not an expert in this area, is there an easy way to fix this
problem please. It may help to tell you I have been using SpyBot and
trying to get rid of some adware so that might have caused it.
One way or the other I only want to fix this problem, preferably without
using system restore as its also something I have not done before, thank
you.

your setup. Then rightclick IE (Internet
Explorer)/Properties/check your Programs, Connections and
Advanced settings. If you are not, sorry, no access.

Thank you Jake but it did not work for me and I would be afraid to get
involved with the Registry. I will if I may come back here if I fix it.
