Restricting Users to Access Drive C: using GPO

I have windows 2000 DCs and wanting to control access to drive c: where
system folders and program files are located. I have activated the "Hide
these specific drives in My Computer" under User Configuration >
Administrative Templates > Windows Explorer. But when I run a command on Run
(like C:), explorer still display drive c:. How can I control these
scenario? Hoping for your response.

Try to use Prevent access to drives from My Computer instead of Hide these
specified drives in my computer.
