Restricting Internet Access

I own a business where 10 people use the same terminal. I run Quickbooks on
it and also run credit cards through the terminal (it is a small business).
We also have Windows XP installed on it. I would like to restrict internet
access to everyone, but our credit cards are run through a web address.

How can I restict all internet access except for the manager? (Sometimes we
do need to access the internet for business purposes, but some employees are
spending too much time surfing and looking at Facebook.)
