Restricting/controlling record movement

Is there any way of stopping users cycling through records using the
mousewheel or page up / page down? I want to restrict record movement to the
methods I have set up (record searcing, command buttons etc...) but not sure
how to do it.

Instead of getting your command buttons to find the relevent record,
get it to filter the form so that it only shows the one record.
