Restricting access to the control panel

I have a number of employees in my business that use our computer network
(server and two workstations) on a routine basis. For several reasons, I
would like to restrict their access to the control panel without hindering
their access and use of software and files stored on the hard drive. What is
the best way to do this without creating difficulties for the employees? We
use Windows XP Home Edition.

You can "hide" Control Panel using TweakUI, one of the free XP Power Toys:
