restricting access breaks printer preferences

I have a bunch of users who share an okidata printer. All
of them had Domain Admin/Domain User rights in their
active directory logins. Everything works fine like that,
but I don't want these users to have domain admin,
however, taking away domain admin causes some issues.

Going into the printer properties, printer preferences
button is just plain missing. Right clicking on the
printer and going to printer preferences gives the error

Out of Resources: Printer operation cannot conitune due to
lack of resources.

Giving domain admin rights back fixes this instantly. How
can I take domain admin away and still have accesss to
printer preferences? We have some software that is
critical and must be able to pop that dialog up or it
doesnt print anything.

On the OkiData printer go to the security tab and see who is listed. Is
something to the effect of 'Authenticated Users' or 'Domain Users' there?
Where is this printer shared? on a Server or on a user's workstation?

And remember that the domain user account object needs to have at least
"Power User" rights on their local WIN2000+ systems to be able to add
printers.
