Norton Internet Security 2004 offers a built-in utility to
block web-sites. At Windows XP boot, it updates it's
database of sites to lock out. You can also add individual
sites. I've installed it on several client's PC's who have
children and they have reported back that it seems to work
well locking out certain types of sites.
I'm sure there are freeware/shareware programs available
that might do what you are looking for. You should do a
Google for "Web site blocking."
