restrict user network connection

Hi all.
I've spent some time searching for a way to make network (e.g., LAN,
wireless) connections unavailable for a specific limited user (e.g., guest).
Suggested methods I've seen include using login scripts to switch registry
settings and the like. Can't believe it's that difficult. Seems it ought to
be like file permissions - yes/no for a given user. Am I totally missing
something?
Any tips appreciated.

Network connection access is the same for all users on the machine. You of course can
use share/ntfs permissions and user right assignment for access this computer from
the network to control what resources a user can access. There is a personal firewall
product called Portslock that can control access to the network based on logged on
