I presume you mean at the console and not via Remote Desktop (limited users
can't use shutdown in RD). Also, I'm not sure it makes any difference in
your case, but in the future always remember to mention whether you use Home
or Pro, as answers often vary by version.
Or you could try this setting in Local Computer Policy:
Computer configuration/Windows Settings/Security Settings/Local
Policies/User Rights assignments
"Shut down the system" is listed towards the bottom of the details pane.
One could remove the users group, and explicitly add the users he/she wanted
to have the right to shut down. Not as elegant as using groups in active
directory, but it should do the job.
