Restrict Access to Servers

I need a way to restrict access to servers in our domain to a specific user or group of users. All others would be rejected and logged to the event log. Can this be done?

If you mean from logging onto the console, use group policy User Rights
assignment to deny local log on.

If you mean over the network, deny Access this Server from the Network user
right.
