I had to reinstall Windows - all of my old files got saved in a
folder. What do I copy or reset to get back Windows Messenger the
way I had it?

Without knowing the "way you had it", check the options for configuration selections.

How do I do that? I also don't know how I had it. It
automatically logged on and showed whether other people who knew me
were logged in.

I started it now, and it wants me to set up a new account. I don't
want a new account, I want my old one.

You should also have the option of logging in with an existing account. You'll need your username and password. Once Windows Messenger is loaded, go to Tools, Options to change them for your preferences.

That's the problem. I never (well, maybe once) logged into it using
my username and password, I just booted up my machine. I want to
avoid creating a new username and password, and use whatever my old
one were. Since I haven't a clue what they were, I want to copy my
old configuration files down and continue as before.

Your configuration would have been on your computer. There's nowhere to download it.

That's what I'm looking for - the file that has my configuration, so I
can copy it down.

The majority of the configuration is stored in the Registry, so if that's not accessible, you won't get it anyway. The password would be unrecoverable in any case.
