Restoring User Account

I have accidently removed 1 of 3 user accounts on my computer - how can I
restore the account and access the files etc accessed through that account

When you deleted it, did you opt to keep its files or not?

If you opted to keep, they should be there in the folder:-

C:\Documents and Settings\User Name

I was not given the option of keeping files or not - I have found the folder
but access is denied?
 
The is no security tad under properties but the folder indicated as empty
-where will the files be stored which were in the account?
 
Do you have XP Home? Did you read the link, particularly this part?

"If you are running Microsoft Windows XP Home Edition, you must start the
computer in safe mode, and then log on with an account that has
Administrative rights to have access to the Security tab."

If the folder is empty the files are gone.
 
How did you ORIGINALLY remove the account?
Did you use, Control Panel | User Accounts?
If not, what did you use?

And are you an Admin user?
