restoring to earlier date

Hi I know how to restore but when i tried the window comes up blank white,and
it says something about only administration can restore my computer.How do I
fix this?And how did it happen?

Only a User with Administrator rights can restore. Log in as a User with
Administrator rights....

After confirming you are logged on with administrative privileges, take a

Error: Can't Access System Restore - Disabled by Group Policy - or System
Restore tab missing:
