If you mean you used an OEM recovery disk, it would have taken the
machine
back to the state it left the factory, so you are out of luck.
Get an imaging program and learn to use it [not that difficult] then in
future you will be able to recover the machine without loosing all your
info
and programs.
Norton Ghost and BootITNG are two great programs to achieve this,
Ghost
would be the easier of the two to learn.

how i did it was a repair by accessing the recovery console, copying
files and moving them and then ultimately deleting them, i have all my
hard media like songs, but registry keys for the programs got reset,
also i have a user account that i cant even access anymore, and what i
mean is go back like a system restore before the error occured
Hm I'm thinking you did a registry restore as per MS KB Article ID:
307545, but didn't follow all the steps.
If so , done correctly you should have ended up with System Restore
functional.
Read the above mentioned article you may still be able to get your
data back.
You probably should have done a Repair Install. However, without looking at
the machine it is impossible to tell what state Windows is in right now.
Frankly, if I were you I'd back up my data and do a clean install, install
drivers and programs, restore data from backups. Do Windows and program
updates (like MS Office). Then I'd buy an imaging program and make an image
of your nice, clean Windows installation.
If this is not your cup of tea and/or beyond your skill level (and that is
not meant as an insult), a more efficient way to deal with this would be to
have a professional computer repair shop put everything right and show you
how to make an image.
