I can't seem to restore the blue task bar. I tried the Run, Services.msc
method but found it was already set to Automatic. What can I try next? I
hate the grey bar! I have XP Home version 2002. It is a new system as I had
to replace my older XP after the crash of my hard drive. Help

Are you saying that the task bar at the bottom of the screen is grey/silver?
Right-click on an empty space on your desktop
Select "Properties" from the context menu
Select the "Appearance" tab
Change "Silver" to "Default Blue" under Color Scheme
