I follow these two groups "xp help and support and xp new users" and have
learned a great deal. One recurring thing is very worrisome and that is the
high occurrence of restore problems that the fix is given as "turn restore
off then back on".

This causes loss of restore points and seems like the LAST thing one would
want if a restore is needed.

Fortunately I have never needed to restore but I now wonder if it will be
useless.

System Restore is a valuable tool but still many things can cause
corruption.
If the System Restore data is corrupted, the only real choice is to turn
off/on system Restore to get rid of the corrupted data.
If the Restore Points are corrupted, they are useless anyways.

Also many use system Restore as a form of back-up.
System Restore is not intended as aback-up plan and will not restore
personal date.
system Restore is intended to protect system files only hence the name
System Restore.

See this for more about system Restore:

And I think you have Heard This BEFORE....

If My Hard Drive Crashes I always can use System Restore..

Hard Drive is Gone, So is Restore!!!

or I keep a backup of my files on another Partition of my Hard Drive..

Hard Drive Crash Means that Partition is Gone ALSO

The concept of System Restore is good unfortunately the implementatiuon
seems to be 'flakey' to say the least. System Restore seems to be
unreliable in so much as it is prone to corruption, for whatever reason, and
most only find it is corrupt when they come to use it. ERUNT, freeware, is
a rock solid program that will backup the Registry at each system start and
is highly recommended.

As you have already concluded, you need external backups. I keep mine on an
external Hard Drive.
