Restore point problem

Why is it that the "Start" button is missing & application program(s) won't
run after we opted for a "Restore"(Puspose was to elude some of the stubborn
adware) in a particular date that we established as a restore point.

I knew it when I try to vrify again, it is still there. Anyway, What I would like is to undo restore and back to last time that it was working properly 'cause I believe that the copy of that restore point was corrupted along the way. Is there a method or procedure to revert back to normal state? The computer I was referring to is my friend's computer and still down 'til this moment.
