I believe you can restore those files by
using "chkdsk /r" (with out quotes) in dos mode. Boot
from your Windows XP installation CD and user the repair
option. After logging into the repair function you can
type "help" (with out quotes) to get a list of tools
available to you. If you want to display what a tool does
just type its name followed by a space and /?
 
You can also try what is called an "in-place upgrade".
You do this by reinstalling windows overtop of itself.
Boot to the windows cd and go through the installation
process as if you were doing a clean install of windows,
except do not repartition or reformat the hard drive.
Instead, choose to install windows on the partition that
you already have on your drive and then tell windows to
not format the drive. Windows will then reinstall itself
overtop of itself and not touch any of the other files on
the hard drive. By the way, this only works with windows
2000 and XP. I have done this many times and have seen
it work.
