Restore encrypted file from a backup to another machine

Assume that an encrypted file has been properly backed up and the public
certificate and private keys have also been properly backed up offline, and
that the OS is WinXP Pro on a standalone machine or on a small home
workgroup network. Can the file be restored to a different machine if the
original machine is no longer available? I think the new machine has to have
the same name as the original machine and the file has to be restored to the
same user name as well, but I could be wrong. Thanks for your help in
understanding this.
 
Yes, it can be restored to another machinie. Make sure that the new machine
is running at least the same OS/service pack release as the original - XPSP1
can encrypt a file with the AES algorithm, which neither XP without a
service pack nor Win2k can understand.

The new machine doesn't need to have the same name as the original. And the
user doesn't need to be the same as the original.
