restarted windows xp help

Restarted windows xp from manufacturs disk seems ok

but old data (files/programs/pics eyc) did not remove
but old account users are still on pc and all of their old files i cant
access them to delete them and nor can they.

I have created a new admin user myself but cant get rid of any old users or
programs under their names.

Infact all programs are still there but unusable !

can i get rid of old users?
do i have to do something different if i try relaoding start up disk again
or same will happend?


any ideas?

Assuming you have a windows XP CD, boot from it. You'll be presented with
choices to Delete the main partition; do it. Then create a new one. The
follow the rest of the instructions, including to Format the disk. When you
boot from the CD it will walk you through the process.
