Restart Update

[Scorpio]

I can shutdown my pc with the "turn off" button on
Start/Turn off computer, but when I press restart the pc
simply shuts down without restarting. This is not a problem
as such but a bit of a nuisance, and I will welcome any help
in the matter. I understand MS have published a Restart
Update but I have not been able to find it. Any ideas?
