Restart/Shutdown Question

Lots of programs when installed ask for the pc to be rebooted. My question
is: does it matter if instead of restarting I shutdown and turn pc on, say,
2 weeks later? Same effect as restarting, or maybe not?

Yes, same effect. How long the interval is is irrelevant.
