Restart causes windows and other programs to reset to default set

Every time that I restart windows all of my settings in windows as well as
other programs is reset. The clock even resets to defaut time zone when I
restart. Any suggestions? I am running Win XP and recently reinstalled
windows and all programs. The problem started after this.
