Restart and Shut Down

We have Windows XP Home. When I click on the Start Menu
and go to Turn Off Computer, the computer will not
Restart or Shut Down if I click on those. The hourglass
shows up for a split second and then nothing else
happens. Also, when you click standby, the computer may
go into standbuy for a minute or so then restarts
itself. I have to unplug the computer to get it to turn
off! Just pushing the button doesn't even turn it off.
(yes I know to hold it down a couple of seconds!) I am
very worried that some operation files may have been
accidentally deleted or something. I downloaded the
Service pack and updates and they didn't affect these
problems. Please help!! Thanks!
 
This can happen if an application is "hung" (not
responding) or doesn't terminate. Sometimes Windows will
abort the shutdown when this happens.
It can also happen if you have a corrupted or mismatched
version of RUNDLL32.EXE file (or another application is
using another copy RunDLL32 which has hung)
