Resource Monitor - CPU graph

In the resource monitor, CPU graph, there is a blue line and green
graph.

As far as I can tell the blue line is the CPU's clock speed, and the
green is the actual utilization. Is that correct?

Did I miss any documentation here?
 
Label Description
Memory
The Memory label displays the current Hard Faults per second in green and
the percentage of physical memory currently in use in blue.

I was referring specifically to the CPU graph, not the memory graph.
However, I found it;

|The CPU label displays the total percentage of CPU capacity currently in use in green, and the CPU Maximum Frequency in blue.

| Some laptop computers will reduce the Maximum Frequency of the CPU when the computer is not connected to an AC power supply to reduce battery usage.
