Resource meter goes to 100 %

My CPU usage metter goes to 100% everytime I open a
program. Just moving the mouse around very fast it goes
to 75%. This slows down my computer so much that
sometimes the programs I use freeze up. My system is a P3
550 with 512 Megs. Does anyone know what may be the
problem?

It could be something as simple as a badly fragmented HD thrashing
around. Defrag.
