resizing windows

Windows XP is supposed to remember the size and position of windows, but
whenever I exit and re-enter IE the windows are much smaller than what I
last had adjusted them to.

How can I fix this, please?

Try this:

Before closing the resized window, hold down the Ctrl key, click File
and then Exit. Release the Ctrl key.

How are you maximising? You need to drag the corners of the window to
the required size and then close the Window using File, Close on the
Menu Bar. It should reopen as you want it. Don't use the buttons in the
top corner of the screen. This procedure does not work in every
situation.

Windows remembers the size of the last Normal IE window closed.
Open such a link.
Don't use the maximize button.
Stretch the edges/corners so that the window fills the screen.
Close all other IE windows.
Close the stretched window.
