Resizing videos for use on a website

What freeware is good to use to resize videos to place them on a website?
I can change the number of pixels, but would like to degrade the quality
also to make the files small enogth.
I currently have a 26Mb file that runs for less than 2 minutes.

Windows media encoder makes them to wmv

if your audience is on linux too you could try flv (flash video)

Note: I was refering to the Windows Media Encoder 9 Series (free)
not the beta studio edition (that is not available yet anyway)
 
if this will be streamed online xvid is not a good idea, since the users
will have to download
the xvid codec to see it.. and most dont even know what a codec is, even if
they do,
they might not know what xvid is and where to find it.

if your audience is tech gurus, go right ahead.. if not, choose something
that is easy for everyone.

Go with Windows WMV as suggested. That's what I do. I can mash a
2-minute film down to 1MB with it. The quality is low, but my audience
of family and friends are perfectly happy with it.

Watch out for sound; too much going on (music, voice, and clapping) and
you get a mash of noise.
