Resizing Program Windows

This has got to be easy, but I cannot figure out how to change the size of
the window in which a program appears. I have tried the "size" command which
is sometimes there, sometimes not. Some programs demand the entire screen
some will not stretch vertically or horizontally and just show part of what
should be showing - and don't show scroll bars

Additionally - I think it's the same issue - is how to show more than one
open program at a time with one "always on top".

Help please?
 
I'm not quite sure if this is what you are talking about. But if you drag the
window from the corner to one side of your screen, but go to the opposite
corner and make it smaller. Then the second window you want to show can be
placed on the other side of your screen, or indeed three or four whichever
one you want to make larger than the other.

The easiest way to resize a window is to drag its borders. Put the cursor om
the right edge, for example, and it will turn into a two-headed arrow; drag
to the right or left to make it wider or narrower. Do the same at the top or
bottom to make it taller or shorter. Do it at a corner to resize in both
directions at once.
 
Thanks to Ken and Denise for taking the time to respond.

Problem is that clicking and dragging on the edges of the window doesn't do
anything. The cursor changes to a double-headed arrow, as it should, but no
success in resizing. On one program I can make the window smaller, but can't
get it to full size to see all the stuff in it.
