FMS (
www.fmsinc.com) do a 'spliter' control. I haven't used it myself, but
it sounds like it's probably the sort of thing you're looking for.
Here's an example of resizing a control in the Resize event procedure of a
form.

Me!sfrTest.Width = Me.InsideWidth - 100
