Residual Setup Folders at XP SP2 Upgrade

When apply SP2 to a workstation from a network share I am noticing that
multiple folders are being created on the C Drive root. When I click down
into them, I see a Setup.exe in each folder. Questions:

1. How do I stop this from occuring?

2. How do I get rid of them, as they are denying me access, even though I
am logged on as local admin?
