Resharper: how to roll #region

Is there any shortcut to roll #region in VisualStudio 2005 or in
Resharper ? Or maybe there's somewhere an option that causes that
after openinig cs file all regions are rolled?
 
What do you mean by "rolled" ? Do you mean Expanded?

In VS , If you select a bunch of code , you can right click it and hit
surround with , then select region. The shortcut for that is Ctrl +
K , S

When you right click the editor , theres an Outlining option with the
following sub options:
Toggle Outlinning Expansion //toggles only the selected outlining.
Toggle All outlinning
Stop Outlinning
Collapse to Definations // causes all regions to close
