Can somedy explain why a reset button is needed in modern computers. Is
resetting doing the same as restarting or logging off?

Consider yourself very, very lucky if you never had a seized-up
PC. This is where the reset button comes in - it avoids you having
to rip the power cord out of the wall socket. Most laptops do it
slightly differently: You press the power button for about 10 seconds
to reset the machine.
 
Reset interrupts the pwr to the mobo, causing a 'hard' restart, its is not
the same as restart or logging off, which are both win processes

If the system stops responding to input/output entirely, the reset button is
usually faster than holding in the power button for four seconds, waiting a
few seconds, and powering back on...

Restarting is not entirely a function of the OS...a soft reboot is triggered
by writing to a specific location in memory which usually causes the BIOS
to skip most of the POST process and handing off to the bootloader slightly
faster than a cold boot, and electrical continuity is maintained (which is
why a soft reboot won't reset stuck hardware devices).

Laptops and desktops work the same way: Hold the power button for four
seconds. Ripping the power cord out should be reserved to when the machine
is already powered off or critical emergency like it's on fire...
