Reset admin password with user rights !!!

Can you help me somebody? I heard that it is possible to change (or reset to blank) administrator password by user, which has only basic user rights. One man said, it can be done without any special program, only by keyboard shorcut. Have you an idea or knowledges? It is certainly working in windows 2000, maybe in windows xp too. Please write.
 
The function of resetting passwords for other accounts is reserved for
administrators and blocked for limited user accounts.
